You can never legally withhold rent because of problems. You are entitled to have things repaired and deduct the costs of those repairs from your rent, after you inform landlord in writing of your intention. Sometimes, that will get landlord to make repairs. Withholding rent is illegal and subject to eviction. I have explained your rights.
